In order to use downloaded user objects, you'll have to categorize each one to be used Downtown, and other areas. "Hot Date" also changes the way objects are displayed at the Sims' home. All of the programs below let you organize the downloads for home and Downtown.
Categorizing objects can be a very slow process if your game is stuffed full of downloads. This may also be a good time to clean out your downloads, and improve loading speed. With a little patience and persistence, you to can have all your objects organized. If I can do it, you can!
The Sims Hot Date Object Organizer
This object organizer is a Maxis created tool. This program is not the easiest to use out of the available programs. The interface is intuitive, but time consuming. I suggest only using this organizer if you prefer not to use third party programs.

SimCategorizer
The SimCategorizer is a stable program used to categorizer user creations for use Downtown. This program displays the objects in pages that you can browse through. It's well worth the download.

MenuEditor
MenuEditor lets you change the text in the menu options when clicking on objects and who can use the objects. If you want to use to objects, like beds, Downtown, you'll need to use the program to allow visitors to use the objects.

The SimEnhancer Object Manager
Categorizing objects is not the only feature this tool offers. You can easily delete and move files, and create far files. You can quickly categorizing large amounts of objects with Object Manager. You can use it free for 48 hours, and then you must pay a registration fee of 13.95 USD.
