Lucky for you, you don't have to housebreak the cats. Just buy them a litter box in buy mode and they will automatically use it. Just don't forget to clean it!

Dogs are completely different. You do need to housebreak them. Each time they pee on the floor, you need to click on the pee and select scold. Your sim will then scold the dog for their actions. After 10 times the dog will be housebroken. The process can be time consuming, but once it is completed the dog won't have any accidents.
